Skarmory is a Pokémon that can be obtained through the Lab.
Skarmory was also introduced as a new mega-able Pokémon which was available through Event Distribution from 18/May/2019 to 30/May/2019. It then came with the probability of being mega-able from anywhere obtainable ever since an update on June 14th, 2019.
