Retro Togepi is a Retro Pokémon that can be obtained from the Daycare. After adopting 500 eggs from the daycare, the owner will ask you if you would like to take care of a mysterious egg.
On December 3rd 2015 the Shiny Retros have been released. The chance to hatch a Shiny Togepi (Retro) is 1/50 (2%) since you can't chain Retros. You will also be able to adopt a Retro Togepi Egg after every 500 eggs you adopted from the Daycare.
Hatching a Retro Togepi egg will not count towards your Shiny Chain.
