The Game Center is place located the "Town" tab.
It owned and run by Mewton M. Meowth the Third, they use the currency of "game chips" there. A game chip can be purchased at the price of 10 Pokedollars each. But please note that you are only eligible to buy tokens if you have under 1000 of them. For example, You can find your current balance of tokens in the right bottom corner, if you have more than 1000 game chips it will not allow you to convert because you will receive the message "You have reached the maxium already."
How to earn game chips
As mentioned before you can buy game chips for pokedollars, but there are 5 other ways to earn them as well. Including:
Coin Flip
Basically what the tittle says, pick a side Magikarp (Heads) or a Pokeball (Tails) the win:Lose ratio is 50:50. Please note that all games are based on luck and chance even though you may lose 10 times in a row, IT IS NOT A BUG. Some of us are just purely lucky or unlucky. The maximum amount of chips you can bet is 10,000. The amount that you win is whatever your bet is x2. For example, I bet 10 game chips my win is 20. If you lose you will only lose 10 chips.
