Chikorita is one of the available Starter Pokémon. Chikorita can also be obtained through the Lab.
Chikorita was also introduced as a new mega-able Pokémon which was available through Event Distribution from 19/Mar/2019 to 31/Mar/2019. It then came with the probability of being mega-able from anywhere obtainable ever since an update on April 10th, 2019.
